Disaster Relief Fund

An effective response, regardless of where a natural disaster occurs, requires sustained involvement on behalf of donors, responding organizations and a myriad of other actors.  The bulk of disaster dollars are often allocated during the emergency humanitarian relief phase (with a focus on emergency food, shelter, water, sanitation and health care).  Emergency relief is vital.  Still, experts agree that disaster relief dollars are insufficient to meet the medium- and long-term needs of disaster-affected communities. 

 Community Foundation of Western Virginia, Inc. (d/b/a Foundation for Roanoke Valley and Martinsville Area Community Foundation) has established a Disaster Relief Fund in order to respond to  catastrophic events as they occur.

 How will the Disaster Relief Funds be used?

100% of all donations (except any online credit card processing fees) will be used to respond to the complete timeline of the disaster management effort: from immediate relief to recovery, and then to reconstruction and rebuilding.

Who will the funds support?

The Disaster Relief Fund will support nonprofit organizations and public entities that have a defined role in short-term and long-term recovery efforts by providing critical services to individuals, families and communities impacted by the disaster.  Each nonprofit or public entity who receives disaster relief funds will be carefully vetted by the Foundation to insure the most effective and efficient use of the monies raised.

How can I make a donation?

Donations can be made online here. Checks can be mailed to Martinsville Area Community Foundation at P.O. Box 1124, Martinsville, VA  24114. Please designate your gift for “Disaster Relief”.  Donor Advisors may also recommend a grant to the Disaster Relief Fund by submitting a Donor Advised Fund Grant Recommendation Form.  All gifts are tax-deductible.

Procedures for Establishing a Fund

The Foundation's growth and success happens in large measure because of the on-going support and involvement of the professional advisor community. Our goal is to be of service to you in any and every way we can, so please call on us as appropriate!

For your clients, establishing a fund requires only a few steps:
  1. Deciding on the Type of Fund and Fund Purpose
    The Foundation's staff would be honored to work with you and your clients to help them carry out their charitable objectives. We are available to come to your office to meet with you and/or your clients to discuss the many community foundation fund options, or you are always welcome to visit the Foundation offices. If preferred, we can mail an information packet about the Foundation to your clients or provide you with one to share with them. We can also provide information about the many charitable giving opportunities in the community or information about specific organizations.
  2. Constructing a Simple Fund Agreement
    To proceed with putting a permanent fund in place, we simply need to know the desired name of the fund, its purpose, certain specific information - such as who the fund advisors will be if a Donor Advised Fund or selection criteria if a Scholarship Fund, and the donors' names. We can then quickly draft a very simple two-page Fund Agreement and promptly deliver it to you and the donors to review. Once everyone is comfortable with the agreement, we will execute multiple copies so that the Foundation has an original, and either you or the donors will also have an original signed agreement.
  3. Making the Gift
    Your clients make the establishing gift on their timetable - either outright or through a deferred estate gift. The Foundation provides all the required tax receipts and documentation and thereafter reports at least annually to the donors with respect to the Fund.
  4. Carrying out the Donor's Intent
    The fund agreement then becomes the guiding document for the Foundation as to how the Fund will be administered in perpetuity.

While the Foundation's primary emphasis is on administering perpetual endowments, we also have the flexibility to work with your clients to help them achieve short-term charitable objectives.
